How I can make a home emergency shelter for babies in my area?

I am a foster mother for some time, with two long-term investments, and it is my passion to help these children who were being held by the State. Oklahoma is known for its overcrowded shelters and children are often forgotten and left in their beds without work or love, and sometimes die. It breaks … my two children at home at different times, approached me with acute lung and ear infections, the skin with a bad diaper rash and infections rupture of the urethra. It makes me sick because I feel as if they were taken handled properly. I would like a haven peace with a nurse on staff who can diagnose and treat them when they are entrusted to our care, which are then placed in a foster home regularly. Any idea on how I can get something like this started? I have little money, but what I can do to raise money!
